  "content": "Uptime Institute's Tier classification is the most widely cited and most widely misused data centre standard. It runs from Tier I to Tier IV, it describes the topology of a facility's power and cooling infrastructure, and — importantly — it is not a rating of uptime percentage, service quality, or security. This page explains what the tiers mean and how to read a tier claim in a provider proposal.\n\n## What the four tiers describe\n\nEach tier is a description of infrastructure topology and what that topology allows.\n\n**Tier I — Basic capacity.** Single path for power and cooling, no redundant components. Any maintenance or component failure affects the IT load.\n\n**Tier II — Redundant capacity components.** Redundant components but still a single distribution path. Some component failures can be absorbed; distribution path maintenance still requires shutdown.\n\n**Tier III — Concurrently maintainable.** This is the key threshold. Every capacity component and distribution path can be removed from service for planned maintenance **without disrupting the IT load**. In practice: the facility can be maintained without an outage window.\n\n**Tier IV — Fault tolerant.** Adds the ability to sustain an *unplanned* failure of any single component or path with no impact to the IT load. Multiple independent, physically isolated, active distribution paths.\n\n## The distinction that matters\n\n**Tier III is about planned work. Tier IV is about unplanned failure.**\n\nA Tier III facility can be maintained without taking your systems down. A Tier IV facility can additionally lose a component unexpectedly and keep running. That is the whole difference, and it is worth understanding because Tier IV carries a significant cost premium that is justified for some workloads and not others.\n\n## Three things a tier does not tell you\n\n**It is not an uptime percentage.** Uptime Institute is explicit that the tiers are a topology classification, not an availability guarantee. Facility topology influences achievable availability; it does not promise it. Operational discipline does much of the remaining work — and Uptime Institute assesses that separately under its operational sustainability programme.\n\n**It says nothing about security, connectivity or compliance.** Physical access control, carrier diversity, certifications — none of these are in scope of a tier rating.\n\n**It applies to a facility, not to a company.** This is the most common misreading. A single data centre holds one tier rating. An operator with several facilities may hold Tier III at some and Tier IV at others, and a claim of \"Tier III and Tier IV\" across a portfolio means exactly that — not that any single site holds both, which is not possible.\n\n## Certification versus claim\n\nUptime Institute distinguishes between:\n\n- **Tier Certification of Design Documents** — the design was assessed\n- **Tier Certification of Constructed Facility** — the facility as built was assessed\n- **Tier Certification of Operational Sustainability** — the operating practices were assessed\n\nA facility \"designed to Tier III\" and one holding Tier Certification of Constructed Facility are different things. Two Tier IV facilities in the same suburb are less resilient than two Tier III facilities on separate grids.\n\n**The application architecture.** A single-instance application in a Tier IV facility still fails when the application fails. Facility resilience does not confer application resilience.\n\n**Operational practice.** Change control, monitoring, and tested failover procedures. Most outages are operational, not electrical.\n\n## Questions worth asking\n\n1. Which specific facilities will my workloads run in?\n2. What tier does each hold, and is it certified design, constructed facility, or operational sustainability?\n3. Are my primary and replica sites in separate failure domains? Which ones?\n4. What is the availability commitment in the service agreement — and is it a facility commitment or a service commitment?\n\nThat last distinction matters. Facility topology and the availability you are contractually promised are two different things, and the one you can rely on is the one in the agreement.",
